It conveys Jyotiṣa-cosmological doctrine: the Sun’s downward, manifold rays are the operative medium through which beings undergo (experience) karma-phala in the world.
It links astronomy/cosmology (the Sun’s rays and motion) with moral causality (karma and its fruition), showing how the text integrates physical descriptions of the cosmos with dharma-philosophy.
It frames worldly experience as karmically structured: cosmic forces (symbolized by the Sun’s rays) serve as instruments through which past actions ripen into lived results.
