It specifies administrative and technical competencies for key state posts—horse management (hayādhyakṣa), fort command (durgādhyakṣa), and architectural expertise in Vāstu-veda for the sthāpati.

By detailing practical governance—military logistics (elephants/horses), fort administration, and applied architectural science (Vāstu)—it shows the text’s coverage beyond theology into statecraft and technical disciplines.

It frames righteous rule as competence joined with welfare-mindedness (hita) and discernment (dhīmān), implying that orderly, skilled administration supports dharma and reduces harm in the kingdom.
