sārthavraja-skandhāvāra-saṃvāha-vilopa-pramattaṃ apramatto 'bhihanyāt
A vigilant commander should strike an enemy who has become careless due to the disruption (vilopa) of his caravan traffic, cattle-herds, camp, or supply-convoy movements.
They are the enemy’s sustainment system; their disruption creates confusion, hunger, and lowered vigilance—conditions favorable for decisive attack.
War management includes systematic pressure on the opponent’s economy and logistics, not only battlefield engagements.
