īśvara uvāca | citrasena iti khyātaḥ kāśīrājaḥ purābhavat | śūro dātā sudharmātmā sarvakāmasamṛddhimān
Īśvara (Śiva)
Tirtha: Kāśī (as narrative origin point, not the Revā tīrtha itself)
Type: kshetra
Listener: Uttānapāda
Scene: A flashback portrait of King Citrasena of Kāśī: heroic yet benevolent, distributing gifts, surrounded by prosperity symbols; the sacred aura of Kāśī subtly present (ghats, temples).
Kṣatriya-dharma is praised when it is joined with generosity (dāna) and steadfast righteousness (sudharma).
Kāśī (Vārāṇasī) is introduced as the royal seat, preparing the reader for a sacred-geography oriented narration.
No explicit rite is prescribed; the verse highlights dāna (generosity) as a defining virtue.
