It teaches that sacred location or external circumstance cannot produce true sukha when one’s conduct (ācāra) is corrupt; inner dharma is primary.
Bhakti is grounded in purity and self-restraint; without moral discipline, even being in a holy setting cannot yield the peace and joy associated with devotion.
The verse emphasizes ācāra-nīti (practical ethical discipline). While not a technical Vedanga lesson, it aligns with dharma-prayoga: right conduct as the foundation for fruitful religious practice.
