This verse does not discuss pralaya; it focuses on vrata-dharma—specifically a Śiva-oriented observance whose fruit is attainment of Rudraloka.
It presents a normative duty of a householder (and likewise a king as patron): to perform timely religious gifting (dāna) to a qualified brāhmaṇa, especially in Kārttika, as part of disciplined vow-observance (vrata).
The ritual takeaway is the Kārttika offering of a gold gift (haima-dāna) to a brāhmaṇa as an element of Śiva-vrata; no vāstu/temple-construction detail is mentioned in this specific verse.
