Adhyaya 87 — Saṃsāra-viṣa-kathana: Ājñā-śakti, Māyā-bandha, and Mokṣa by Prasāda
समुद्रेषु च सर्वेषु वायुस्कन्धेषु सर्वतः तथान्येषु च लोकेषु वसन्ति च चराचराः
samudreṣu ca sarveṣu vāyuskandheṣu sarvataḥ tathānyeṣu ca lokeṣu vasanti ca carācarāḥ
सर्वेषु समुद्रेषु वायुस्कन्धेषु सर्वतः। तथान्येषु च लोकेषु चराचराः सर्वतो वसन्ति॥

It frames the cosmos as pervaded by ordered abodes of beings; Linga worship aligns the devotee (pashu) to Shiva as Pati, the sustaining ground of all realms, making worship a participation in cosmic order (ṛta) rather than a merely local rite.
By depicting all realms—oceans, wind-regions, and other worlds—as filled with beings, it implies an all-encompassing governance of existence; in Shaiva Siddhanta terms, Shiva as Pati is the transcendent-immanent Lord who upholds the field where pashus live under pasha.
No single rite is named, but the teaching supports Pashupata-oriented contemplation: meditating on the Lord’s pervasion and support of all lokas, which deepens vairāgya and steadies worship (puja) toward liberation from pasha.
