Vidya Category: {"primary_vidya":"Arthashastra","secondary_vidya":"Dharmashastra","practical_application":"Designing an intelligence network by classifying agents into overt envoys and covert spies, and assigning plausible cover-identities suited to terrain, markets, and religious spaces.","sutra_style":true}

Encyclopedic Reference: {"reference_type":"List","entry_title":"Classification of Spies and Cover-Identities (Cara-bheda)","lookup_keywords":["cara","duta","guhya-cara","vesha","raja-niti"],"quick_summary":"Open agents function as envoys, while covert agents operate in disguise. Effective espionage depends on selecting socially credible guises (merchant, farmhand, ascetic, mendicant, etc.) to access information channels."}

Concept: Pragmatic governance requires differentiated roles (open diplomacy vs covert intelligence) and context-appropriate means.

Application: Create role-based protocols: envoy rules for open contact; compartmentalized covert operations with believable social identities and limited exposure.

FAQs

It teaches Rajadharma intelligence procedure: distinguish an open agent (who functions as a dūta/official envoy) from covert spies, and deploy undercover operatives using socially plausible disguises such as trader, farm-worker, ascetic, or mendicant.

Beyond theology and ritual, the Agni Purana also codifies practical governance—here, a concise taxonomy of intelligence roles and cover-identities—showing its coverage of administrative and security systems alongside religious instruction.

By framing espionage within Rajadharma, the verse implies that even coercive state functions should be regulated by dharma—performed for protection of subjects and stability of the realm, not for personal greed or harm.
