Окропив (место) кончиками травы куша вместе с мантрами, оканчивающимися именем «Нараяна», затем следует рассеять эту освящённую воду по земле; с мантрой Васудевы — бросать её ладонью, обращённой вверх.

Concept: Śauca is enacted through coordinated mantra + dravya + mudrā: speech (mantra), substance (water), and gesture (uttāna-pāṇi) together effect consecration.
Application: Before pūjā/pratiṣṭhā, standardize space-clearing: kuśa-prokṣaṇa first, then mantra-casting to ‘seal’ the ground.
Khanda Section: Puja-vidhi (Ritual Purification and Consecration Procedures)

Sandhi Resolution Notes: कुशाग्रैस्तेन = कुशाग्रैः + तेन; विकिरान्वासुदेवेन = विकिरान् + वासुदेवेन; क्षिपेदुत्तानपाणिना = क्षिपेत् + उत्तानपाणिना.

It teaches a prokṣaṇa/bhū-śuddhi procedure: consecrating water by sprinkling with kuśa tips while reciting Nārāyaṇa-ending mantras, then scattering it over the ritual ground, and finally casting it with an open, upward-facing palm while invoking Vāsudeva.
Alongside theology, the Agni Purāṇa preserves step-by-step liturgical technique—specific implements (kuśa), bodily gesture (uttāna-pāṇi), and mantra-application (Nārāyaṇa/Vāsudeva)—showing its practical manual-like coverage of temple and domestic rites.
Purifying and sanctifying the ground through mantra-infused sprinkling is understood to remove ritual impurities and create an auspicious, Viṣṇu-protected space so that subsequent worship yields unobstructed merit (puṇya) and proper sacrificial efficacy.
