The verse highlights how a ruler’s trajectory is shaped by the company he keeps: returning to the seat of power with influential allies (Karṇa and Śakuni) signals consolidation of intent and the ethical risk of being reinforced in adharma by partisan counsel.
After sending away the gathered kings, Duryodhana, surrounded by his brothers, proceeds into the Kuru capital Hastināpura accompanied by Karṇa and Śakuni, marking a transition from public assembly to internal planning at the center of power.
