Educational Q&A

The verse teaches that embodied beings, despite their individual forms, recognize and worship a supreme governing power—here identified as Varuṇa—implying that moral-cosmic order and rightful sovereignty deserve reverence.

Nārada is describing a group of beings as consistently devoted to the world-sovereign Varuṇa, emphasizing their ongoing worship and the acknowledged authority of a divine ruler within the cosmological framework.
