It situates the sacred cosmos—Meru, Mānasa, and the guardian-deities’ abodes—providing the directional and ritual context in which Shiva-puja and tirtha-oriented devotion are traditionally framed.
While Shiva is not named directly, the orderly placement of divine realms reflects the governance of cosmic law under the supreme Pati; in Shaiva Siddhanta, such ordered manifestation is sustained by the Lord even as He remains transcendent.
The verse supports dik-bandhana and directional awareness in worship—orienting the practitioner to sacred space; it is preparatory to regulated puja and contemplative alignment rather than a specific Pāśupata yoga technique.
