sa vaśiṣṭho mahāprājño dṛḍha pāśupatavrataḥ | devi me prārthayāmāsa himaśailādiha sthitim
Skanda (deduced Kāśīkhaṇḍa default narration)
Listener: Devī (Pārvatī)
Scene: A venerable Vasiṣṭha, radiant with tapas, petitions the deity to dwell at a chosen sacred spot; the Himālaya looms in the background, while the destination is suggested by Śaiva emblems and a pilgrim retinue.
Steadfast Śaiva discipline (Pāśupata-vrata) and the blessing of holy residence are gained through the devotion and prayer of realized sages.
The broader setting is Kāśī (Avimukta); the immediate narrative belongs to the Harapāpa-hrada tīrtha context in Adhyāya 27.
No direct ritual is prescribed here; the verse highlights the Pāśupata vow and the saintly request that establishes sacred presence.
