ਪ੍ਰਜਾ ਨੂੰ ਰੰਜਿਤ ਕਰਕੇ ਤੇ ਪਾਲ ਕੇ ਉਹ ‘ਰਾਜਾ’ ਕਿਹਾ ਜਾਂਦਾ ਹੈ—ਇਹੀ ਰੂੜ੍ਹ ਅਰਥ ਹੈ। ਜਦ ਉਹੀ ਰੂੜ੍ਹੀ ਨਾਸ ਹੋ ਜਾਵੇ, ਤਾਂ ਰਾਜ ਵੀ ਨਾਸ ਹੋ ਜਾਂਦਾ ਹੈ।
