Transliteration

prajānāṃ raṃjanādrājā yeyaṃ rūḍhirupārjitā | tasyāṃ rūḍhyāṃ pranaṣṭāyāṃ rājyameva vinaṃkṣyati

Translation

ਪ੍ਰਜਾ ਨੂੰ ਰੰਜਿਤ ਕਰਕੇ ਤੇ ਪਾਲ ਕੇ ਉਹ ‘ਰਾਜਾ’ ਕਿਹਾ ਜਾਂਦਾ ਹੈ—ਇਹੀ ਰੂੜ੍ਹ ਅਰਥ ਹੈ। ਜਦ ਉਹੀ ਰੂੜ੍ਹੀ ਨਾਸ ਹੋ ਜਾਵੇ, ਤਾਂ ਰਾਜ ਵੀ ਨਾਸ ਹੋ ਜਾਂਦਾ ਹੈ।
