pitṛpaitāmahaṃ mitraṃ sāmantañca tathā ripoḥ kṛtrimañca mahābhāga mitrantrividhamucyate

It imparts niti-vidya (political science): a technical classification of allies—hereditary allies, neighboring/feudatory allies (sāmanta), and strategically created (“artificial”) allies, even derived from former enemies.
By treating practical governance alongside religious topics, it shows the Agni Purana’s encyclopedic scope—preserving applied statecraft (rajadharma and diplomacy) such as alliance-formation and political categorization.
In rajadharma, wise alliance-management supports protection of subjects and social stability; upholding such duty-oriented governance is traditionally regarded as dharmic conduct that yields merit through righteous rule.
