Description of the Viṣṇu–Brahmā Dispute and Brahmā’s Confusion
तदा वाणी समुत्पन्ना तपेति परमा शुभा । शिवेच्छया परा व्योम्नो मोहविध्वंसिनी मुने
tadā vāṇī samutpannā tapeti paramā śubhā | śivecchayā parā vyomno mohavidhvaṃsinī mune
ତେବେ ପରମ ଶୁଭ ଦିବ୍ୟବାଣୀ ଉଦ୍ଭବିଲା—“ତପ କର।” ଶିବେଚ୍ଛାରେ ସେହି ବାଣୀ ପରମ ବ୍ୟୋମରୁ ନିର୍ଗତ ହୋଇ, ହେ ମୁନେ, ମୋହକୁ ଧ୍ୱଂସ କରିଲା।

It teaches that true spiritual progress begins when Śiva’s grace awakens the inner command for tapas—disciplined practice that destroys moha (ignorance/delusion) and aligns the soul with the Supreme.
The divine voice arises by Śiva’s will, indicating Saguna Śiva’s compassionate guidance in the world; tapas and worship of the Liṅga together purify the devotee and make the mind fit to realize the transcendent (parā) Śiva.
The verse directly points to tapas: adopting disciplined japa (especially the Pañcākṣarī “Om Namaḥ Śivāya”), vrata/fasting, and purity practices that reduce delusion and steady devotion.
