The verse refers to a powerful goddess-like figure whose mere glance bestows worldly aiśvarya (sovereignty/prosperity). Identifying her precisely requires the surrounding verses of Adhyāya 8.
It highlights effortless divine potency: a subtle act (a glance) is portrayed as sufficient to confer cosmic prosperity and authority, underscoring the supremacy of divine śakti.
The verse suggests that even the gods are instruments of a higher power; prosperity and success are ultimately granted by divine grace rather than by force alone.
