दयावतां द्विजश्रेष्ठास् तथा चैव तपस्विनाम् संन्यासिनां विरक्तानां ज्ञानिनां वशगात्मनाम्
dayāvatāṃ dvijaśreṣṭhās tathā caiva tapasvinām saṃnyāsināṃ viraktānāṃ jñānināṃ vaśagātmanām
ହେ ଦ୍ୱିଜଶ୍ରେଷ୍ଠମାନେ! ଏହା କରୁଣାବାନଙ୍କ ପାଇଁ; ଏବଂ ତପସ୍ବୀ, ସନ୍ନ୍ୟାସୀ, ବିରକ୍ତ, ଜ୍ଞାନୀ ଓ ନିୟନ୍ତ୍ରିତ ଆତ୍ମାବାନଙ୍କ ପାଇଁ ମଧ୍ୟ।

It defines the inner qualifications for fruitful Linga-upāsanā: compassion, tapas, renunciation, detachment, and self-mastery—so the sādhaka approaches Pati (Shiva) with a purified pashu (soul), loosening pāśa (bondage).
By implying that Shiva is approached through sattva-śuddhi and ātmavaśyatā: the Lord as Pati is realized by the jñānī and the disciplined renunciant, when the bonds of rāga and egoic agitation are weakened.
Pāśupata-oriented sādhana emphasizing vairāgya, tapas, and indriya-nigraha (self-control) as the supportive yoga for Linga-pūjā and tattva-jñāna.
