Transliteration

sāmādyā nītayaḥ proktāścatasro manunā purā | sāmasādhyeṣu kāryeṣu daṇḍastena na pātyatām

Translation

Pada zaman dahulu, Manu mengajarkan empat dasar kebijakan bermula dengan sāma (pendamaian). Dalam urusan yang dapat diselesaikan dengan sāma, janganlah hukuman digunakan.
