Śiva bersabda: “Aku tidak berkenan para brāhmaṇa yang berumah tangga tinggal di tempat ini. Namun di tempat Liṅga telah ditegakkan—di tebing suci Sungai Ṛṣitoyā—di sanalah, wahai Tvaṣṭṛ, dirikanlah sebuah kota, wahai yang terbaik antara para tukang.”
