Type: kshetra
Listener: Vidhi (Brahmā)
Scene: Śiva speaks to Brahmā near a consecrated altar; Śiva stands or sits with Pārvatī, indicating a vow of permanent presence; Brahmā listens with reverence, holding a lotus and rosary, as the vedī glows with sanctity.
A tīrtha becomes supremely potent when the deity vows abiding presence there for the welfare of all beings.
The Haravedī/vedī (altar-site) where Śiva declares his continued presence with his consort.
No specific rite is prescribed; the verse provides the theological basis for the shrine’s enduring sanctity (pratiṣṭhā/abiding presence).
