Devas and Ṛṣis (collective praise) (deduced from preceding verse of stuti)
Tirtha: Kedāra
Type: kshetra
Scene: A teaching moment: devas/ṛṣis address Śiva as the paradoxical Absolute; the liṅga appears as a boundless pillar of light yet also as a small, worshipable emblem on a pedestal.
Because the divine transcends all measures—smallest and greatest—Liṅga-worship is upheld as a universal path of devotion.
Kedāra/Kedarnath, where the Mahāliṅga’s transcendence is proclaimed.
Liṅga-pūjanam is explicitly prescribed as a practice to be established for everyone.
