daṃḍaḥ paraśukuddāla vālavya janarājiṣu | ātapatreṣu nānyatra kvacitkrodhāparādhajaḥ
Di mana dalam keramaian rakyat, ‘hukuman’ hanyalah kapak, cangkul dan alat kasar; dan di mana selain payung kebesaran pangkat, tiada terlihat apa-apa kecuali hukuman yang lahir daripada marah dan kesalahan—di situ dharma menjadi layu.
