Skanda Purana — Kashi Khanda, Shloka 10

तमोयुक्ताः क्षपा यत्र बहुलेषु न मानवाः । रजोयुजः स्त्रियो यत्र न धर्मबहुला नराः

tamoyuktāḥ kṣapā yatra bahuleṣu na mānavāḥ | rajoyujaḥ striyo yatra na dharmabahulā narāḥ

Di mana malam-malam diselubungi kegelapan, dan di tengah ramai pun kemanusiaan sejati jarang; di mana wanita terikat oleh rajas yang gelisah, dan lelaki tidak kaya dengan dharma—wilayah itu difahami sebagai jatuh dan hina.
