Narrator (contextual Purāṇic narration of the Pāṇḍavas and Kṛṣṇa)
Scene: A royal court scene: the proposer reports the intention of the Rājasūya; Kṛṣṇa, serene yet authoritative, grants assent with a concise gesture; ministers and elders witness the decision.
Dharma is strengthened when major undertakings are begun with wise counsel and righteous consent rather than mere ambition.
The verse sits within the Setukhaṇḍa framework (Setu/Rāmeśvaram), though this specific line focuses on royal dharma rather than directly praising a tīrtha.
The intention to perform the Rājasūya yajña is stated; details of prerequisites appear in subsequent verses.
