It teaches that the cosmic powers (devas) governing directions and functions are to be honored, yet the culmination of worship is Īśāna—Śiva as the supreme Lord (Pati) who transcends and governs all.
In Saguna Śiva worship, the Liṅga-pūjā is often accompanied by honoring attendant deities and directional guardians; this verse reflects that ordered reverence, ending in worship of Īśāna, the lordly form of Śiva.
It suggests a directional/sequence-based worship (dik-krama arcana): mentally or ritually offering respects to Indra and other devas, then centering awareness on Īśāna (Śiva) as the final focus—often paired with japa of the Pañcākṣarī (Om Namaḥ Śivāya) during pūjā.
