It declares that true liberation is grounded in tattva-jñāna—real knowledge of Reality as taught in Shaiva philosophy—and that such a realized person naturally becomes a guide who helps others loosen the bonds (pāśa) and move toward moksha under the grace-oriented path of Shiva.
In the Shiva Purana, Saguna worship—especially Linga devotion—purifies the mind and ripens the seeker for tattva-jñāna; the verse points to the mature fruit of that path: a realized devotee who embodies the ‘marks’ of attainment and can lead others toward Shiva-realization.
The implied takeaway is steady discipline that matures into realization—regular Shiva-upāsanā (Linga worship), japa of Shiva’s mantra (notably the Panchakshara), and contemplative inquiry into tattva—so knowledge becomes lived liberation rather than mere textual learning.
