Instruction on Rudra–Viṣṇu Unity and Divine Injunctions
परमेश्वर उवाच । अन्यच्छृणु हरे विष्णो शासनं मम सुव्रत । सदा सर्वेषु लोकेषु मान्यः पूज्यो भविष्यसि
parameśvara uvāca | anyacchṛṇu hare viṣṇo śāsanaṃ mama suvrata | sadā sarveṣu lokeṣu mānyaḥ pūjyo bhaviṣyasi
Parameśvara (Tuhan Śiva) bersabda: “Wahai Hari, wahai Viṣṇu, dengarlah satu lagi titah-Ku, wahai engkau yang berikrar mulia. Di semua alam, pada setiap masa, engkau akan dihormati dan dipuja.”

The verse shows Parameśvara as the supreme governor of dharma who bestows honor according to cosmic function, affirming harmony among deities while retaining Śiva’s lordship (Pati) in Shaiva Siddhanta.
Because Śiva is the speaker and source of the ordinance, it frames all rightful worship—including worship of Viṣṇu—as ultimately upheld by Saguna Śiva’s will; Linga worship remains central as the sign of Parameśvara’s supreme presence.
A practical takeaway is to cultivate reverence without sectarian hostility: worship Śiva with the Panchākṣarī ("Om Namaḥ Śivāya") and honor other devas as empowered within Śiva’s cosmic command.
