ब्रह्मोवाच । समुत्पन्नो महातेजा राजा क्षुव इति स्मृतः । अभून्मित्रं दधीचस्य मुनीन्द्रस्य महाप्रभोः
brahmovāca | samutpanno mahātejā rājā kṣuva iti smṛtaḥ | abhūnmitraṃ dadhīcasya munīndrasya mahāprabhoḥ
Brahmā bersabda: “Maka muncullah seorang raja yang amat bercahaya, dikenang dengan nama Kṣuva. Dia menjadi sahabat kepada resi agung Dadhīca, pemuka para pertapa yang berwibawa.”

It highlights saṅga (association) with the holy: a radiant king’s greatness is shown not merely by power, but by friendship with a mahāmuni like Dadhīca—pointing to dharma refined through contact with realized sages, which supports the Shaiva path of right conduct leading toward Shiva’s grace.
Though the verse is genealogical, it sets the narrative groundwork typical of the Rudra Saṃhitā: righteous kings align with rishis who preserve Vedic-Shiva devotion. Such alliances uphold Saguna Shiva worship in society—ritual, mantra, and temple order—through which devotees approach the Supreme Pati.
