It classifies specific Śakti-forms by function—highlighting the ‘ceṣṭā’ (dynamic activity) aspect of divine power, a key idea in mantra-śāstra where deities are invoked according to their operative energies.
Bhakti here is expressed as focused upāsanā: devotion becomes precise when the devotee understands which divine form embodies which power (control, attraction, enchantment, purity), and worship is aligned to that intent.
The verse reflects technical classification used in ritual application—useful for mantra-viniyoga and deity-identification in practice (a śāstric, procedural approach connected with auxiliary sciences used to structure worship).
