It emphasizes that mantra-power is supported by inner and outer purity and by performing the offering (caru) into Agni exactly according to vidhi, making the rite both disciplined and spiritually efficacious.
By pairing japa with a reverent, rule-based offering into the sacred fire, the verse frames devotion as attentive service—worship expressed through purity, mantra-recitation, and correctly performed ritual action.
Kalpa (ritual procedure) is primary here: purification, cooking the caru during mantra-japa, removing it, and offering into Agni “yathāvidhi” (as per injunction).
