वैशम्पायन उवाच
When someone causes harm to the community, ethical order (dharma) supports timely and appropriate restraint—guided by the counsel of self-disciplined, impartial sages rather than by impulsive anger.
Sages, described as purified and self-controlled, express that a certain person is distressing everyone and should be checked; the narrator notes that, upon hearing their words, the story proceeds to the ensuing action or decision.
