आज्ञापय वयं नाथ कर्तारो वचनं तव भूतकोटिसहस्रेषु रूपकोटिशतेषु च
ājñāpaya vayaṃ nātha kartāro vacanaṃ tava bhūtakoṭisahasreṣu rūpakoṭiśateṣu ca
Perintahkanlah kami, wahai Nātha; kami akan melaksanakan titah-Mu—di tengah ribuan krore makhluk dan juga dalam ratusan krore rupa.

It frames Shiva as Pati—the supreme Lord whose ājñā governs all manifestations; Linga worship is devotion to that one sovereign Reality present through countless forms and beings.
Shiva-tattva is shown as the commanding, all-pervading authority: one Lord whose will operates across innumerable rūpas, while remaining the single Pati beyond the multiplicity of creation.
The key practice is śaraṇāgati (surrender) to Shiva’s command—an inner discipline aligned with Pashupata orientation, where the pashu acts as an instrument of Pati’s will rather than ego-driven action.
