arājake nṛpaśreṣṭha mātsyo nyāyaḥ pravartate | rāṣṭre caiva pure caiva grāme caiva viśeṣataḥ
हे नृपश्रेष्ठ! राजा नसला की ‘मत्स्यन्याय’ चालू होतो—राष्ट्रात, नगरांत आणि विशेषतः ग्रामांत.
