It frames a sacred-geographical enumeration: the Purana’s mapping of cosmic features (like great mountains) supports tīrtha-awareness and the broader Shaiva vision in which the universe is a field for approaching Pati (Shiva) through dharma and worship.
Indirectly: by presenting an ordered, vast cosmos, it reflects Shiva as Pati—the sustaining Lord whose śakti upholds measure, sequence, and structure, within which pashus progress from pāśa-bound limitation toward liberation.
No specific puja-vidhi or Pāśupata-yoga technique is stated; the takeaway is contemplative—seeing the ordered cosmos as a support for dhyāna and reverence that culminate in devotion to Mahādeva.
