bhagavānuvāca | ṛṣibhiḥ pātitaṃ hyetanmama liṃgaṃ sureśvarāḥ | na tu śakyo mayā kartuṃ bādhasteṣāṃ mahātmanām
Bhagavān (Śiva/Rudra, in the Prabhāsa context)
Tirtha: Prabhāsa
Type: kshetra
Listener: Sura-īśvaras (lords of gods)
Scene: The Lord speaks calmly to the assembled gods, indicating that the liṅga was brought down by sages and that their will cannot be obstructed.
Even the Lord honors the moral-spiritual authority of great sages; dharma is upheld through reverence for ṛṣi-tejas.
Prabhāsa Kṣetra (Prabhāsa tīrtha-region), within the Prabhāsakṣetramāhātmya.
No direct ritual is prescribed here; the verse sets the premise for honoring the liṅga established in Prabhāsa.
