īśvara uvāca | paṃgo tuṣṭo mahādevo varaṃ varaya suvrata | tava dāsyāmyahaṃ sarvaṃ yadyapi syātsudurlabham
Īśvara (Śiva/Mahādeva)
Type: ghat
Listener: Implicitly the king in frame; directly Paṅgu is addressed by Īśvara
Scene: Śiva speaks directly: ‘Choose a boon’; Paṅgu stands with folded hands, the air charged with divine generosity.
Divine grace responds to sincere vows and devotion; Śiva can grant even the rarest attainments.
Paṃgu Tīrtha, within the Arbuda-khaṇḍa of the Prabhāsa-khaṇḍa.
No specific ritual is prescribed here; the verse sets the boon-granting context of the tīrtha’s greatness.
