It praises Shiva as Pati—the eternal Lord whose aiśvarya (supreme sovereignty) and ālaya (refuge) never perish—affirming that liberation rests in taking shelter in Him as the timeless Reality.
By calling Shiva the eternal abode and timeless form, the verse supports Saguna worship (such as the Linga) as a stable focus through which devotees approach the Nirguna, ever-existent Lord.
A simple japa-style salutation—repeating “jaya” with contemplation of Shiva as eternal refuge—pairs naturally with Panchakshara japa (Om Namaḥ Śivāya) and inward meditation on Shiva as the indwelling guide.
