It presents Śaśabindu as a model of “uttama-vrata” maintained in continuous tradition—implying that steadfast observance (vrata) is a key support for Śiva-oriented dharma that culminates in worthy Linga-pūjā and its fruits.
By framing kingship and prosperity as grounded in the “supreme vow,” the verse implies Pati (Śiva) as the stabilizing lord of dharma: when the pashu (individual) aligns conduct through vrata, order and auspicious results manifest under Śiva’s governance.
Vrata (disciplined observance) is highlighted—an ethical-ritual regimen that supports purification of the pashu and prepares one for Śiva-pūjā and, by extension, Pāśupata-aligned inner restraint.
