It situates the created cosmos as an ordered manifestation; for Linga worship, this supports the view that all worlds and regions exist within Shiva (Pati), and worship of the Linga is worship of the cosmic ground that contains and governs them.
Though not naming Shiva directly, it implies an intelligible, graded cosmos (krama) within manifestation—consistent with Shaiva Siddhanta where the ordered worlds belong to the realm of pasha for the pashu, while Shiva-tattva remains the transcendent Pati who pervades and rules the whole.
No specific puja-vidhi or Pashupata Yoga technique is stated; the takeaway is contemplative—using cosmic order as an aid to dhyana on Shiva as the all-containing Lord beyond the world-structure.
