It highlights that spiritual attainment is recognized by tapas (disciplined austerity) rather than age or outward appearance; even a child can be spiritually exceptional when his conduct is oriented toward purification and realization of Shiva (Pati).
By declaring the child ‘not ordinary’ due to tapas, the text prepares the listener for devotion expressed through disciplined worship—commonly directed to Saguna Shiva and the Linga—where inner purity and steadfast practice make worship fruitful.
The takeaway is commitment to tapas: daily japa of Shiva-mantra (especially the Panchakshara), coupled with simple vows like purity, restraint, and regular worship—practices that mature devotion into yogic steadiness.
