त्वया सह जगत्सर्वं स्रक्ष्याम्यत्र न संशयः । एवं विष्णुमुपालभ्य भगवानब्जसम्भवः
tvayā saha jagatsarvaṃ srakṣyāmyatra na saṃśayaḥ | evaṃ viṣṇumupālabhya bhagavānabjasambhavaḥ

The verse highlights that cosmic creation is not an isolated act of an individual deity but a coordinated function within the divine order; in Shaiva Siddhanta, such powers ultimately operate under Pati (Śiva), the supreme regulator and giver of grace.
By showing Brahmā addressing Viṣṇu to commence creation, the text prepares the reader for the Shaiva conclusion that even exalted gods function within Śiva’s cosmic governance; Linga worship centers on that supreme source (Śiva) who transcends yet supports all forms (saguṇa and nirguṇa).
A practical takeaway is to begin actions with remembrance of the supreme Lord—japa of the Pañcākṣarī (“Om Namaḥ Śivāya”) and mental offering to Śiva—so one’s work aligns with dharma rather than ego-driven “doership.”
