The verse highlights that cosmic events unfold through Śiva’s Śakti: even the Devas act effectively when aligned with, and empowered by, the divine energy—showing Pati (Śiva) as the ultimate governor and Śakti as His operative power.
In Saguna worship, devotees approach Śiva as the accessible Lord who acts in the world through Śakti. Linga worship similarly points to Śiva as the supreme reality whose power (Śakti) manifests and sustains all actions and outcomes.
A practical takeaway is śaraṇāgati (surrender) with japa of the Pañcākṣarī—“Om Namaḥ Śivāya”—while contemplating Śiva-Śakti unity, offering actions mentally at Śiva’s feet (īśvara-arpaṇa).
