वैशम्पायन उवाच
The verse links ethical governance with collective well-being: when rulers enforce justice—especially restraining or properly taxing the powerful—and administer according to dharma, nature and society align, resulting in timely rains and prosperity.
Vaiśampāyana describes the condition of the kingdom: due to dharmic administration and proper collection/exaction, rainfall becomes favorable and the realm (janapada) grows abundant and prosperous.
