devatānāṃ surāṇāṃ ca siddhānāṃ yogināṃ tathā | brahmaviṣṇuśivānāṃ ca sānnidhyaṃ sarvadā sthitam
Brahmā (deduced: Vaiṣṇavakhaṇḍa narrative style)
A supreme tīrtha is defined by divine proximity—where higher beings are said to be continually present, worship becomes especially fruitful.
The same saṅgama tīrtha in Ayodhyā being described in this adhyāya.
None directly; the verse provides the theological basis for the tīrtha’s exceptional merit: perpetual divine presence.
