anena śakyate yāvattāvattoyaṃ samāhara | na tvayā śoṣaṇīyo'yaṃ samudaḥ saritāṃpatiḥ
Īśvara (Śiva)
Tirtha: Prabhāsa-kṣetra (samudra-tīra)
Type: kshetra
Listener: Agni (Vahni)
Scene: Īśvara’s injunction hangs over the roaring sea: Agni is commanded to gather only limited water and not to dry the ocean—an image of cosmic stewardship.
Power must be governed by restraint; dharma protects the world by setting boundaries even on elemental forces.
Prabhāsa-kṣetra and its coastal sacred setting, where oceanic and fiery forces are woven into the māhātmya.
No explicit ritual; the verse is an ethical-cosmic directive: do not destroy the ocean while performing the intended act.
