It affirms that all worldly and spiritual outcomes—whether known through perception, inference, or scripture—ultimately operate under the sovereign ordinance (śāsana) of Śiva with Śakti, guiding the devotee toward surrender and right orientation to Pati (the Lord).
The Liṅga and Saguna worship train the mind to recognize one governing Reality behind all experiences; this verse states that the power to “grant results” does not belong to objects themselves but flows from Śiva-Śakti’s command, which the Liṅga symbolizes as the supreme ground.
A practical takeaway is to offer all desires and results to Śiva-Śakti—japa of the Pañcākṣarī (“Om Namaḥ Śivāya”) with an attitude of īśvara-prāṇidhāna (surrender), optionally supported by bhasma (tripuṇḍra) and rudrākṣa as reminders that all fruition depends on Śiva’s ordinance.
