भुवर्लोके तु संसिद्धा मुनयो देवरूपिणः । स्वर्गलोके सुरादित्या मरुतो वसवोऽश्विनौ
bhuvarloke tu saṃsiddhā munayo devarūpiṇaḥ | svargaloke surādityā maruto vasavo'śvinau
នៅក្នុងភូវរ្លោកៈ មានមុនីដែលបានសម្រេចបរិបូណ៌ មានរូបរាងដូចទេវៈ និងភ្លឺរលោង។ នៅក្នុងស្វರ್ಗលោកៈ មានទេវៈស្នាក់នៅ—អាទិត្យៈ មរុតៈ វសុៈ និងអશ્વិនទ្វេ។

It maps the graded cosmos—Bhuvar-loka for siddha-like sages and Svarga for deva hosts—implying that even exalted realms remain within saṃsāra, while Shiva-realization (Pati-jñāna) alone leads beyond all lokas.
By showing that devas and perfected sages still inhabit particular realms, the text implicitly elevates Saguna Shiva worship (Linga-upāsanā) as a means to rise beyond heavenly attainments toward Shiva’s supreme state, not merely celestial reward.
A practical takeaway is to pursue Shiva-upāsanā aimed at liberation—daily japa of the Pañcākṣarī (Om Namaḥ Śivāya) with Tripuṇḍra (bhasma) and Rudrākṣa—seeking inner siddhi (purity and steadiness), not only svarga-phala.
