Protection of the Realm and Principles of Revenue & Local Administration
उच्चै: स्थाने घोररूपो नक्षत्राणामिव ग्रह: । भवेत् स तान् परिक्रामेत् सर्वानेव सभासद:
uccaiḥ sthāne ghorarūpo nakṣatrāṇām iva grahaḥ | bhavet sa tān parikrāmet sarvān eva sabhāsadaḥ ||
ភីṣ្មៈបានមានព្រះបន្ទូលថា៖ «សូមឲ្យមានមន្ត្រីម្នាក់មានអំណាចគួរឱ្យខ្លាច តាំងនៅទីតាំងខ្ពស់បំផុត ដូចភពដ៏គួរឱ្យភ័យដែលស្ថិតលើផ្កាយទាំងឡាយ។ ដោយដើររវាងសមាជិកសភាទាំងអស់ គាត់គួរតែវិលវង់នៅជិតពួកគេជានិច្ច ហើយពិនិត្យសកម្មភាព និងការងាររបស់ពួកគេ»។
