It elevates temple-building and related sacred structures (gateway, hall, enclosure) as direct supports to Liṅga-pūjā, creating an ordered, auspicious environment where devotion and ritual discipline can be performed correctly.
Śiva is implied as Pati—the Lord who is approached through consecrated space and prescribed practice; the built shrine becomes an external aid for the pashu to orient toward Śiva-tattva and reduce pasha (bondage) through worship.
Pūjā-vidhi aligned with earlier prescriptions is emphasized—constructing and beautifying the temple complex as a meritorious act that supports regular Liṅga worship and the disciplined approach associated with Pāśupata-oriented devotion.
